King David Kalakaua died in 1891, and his sister Lili'uokalani succeeded him. In 1892, 2/3 of the registered voters signed a petition asking the Queen for a new constitution. The Annexation Club worked to get Hawaii annexed to the United States. The Committee of Safety planned to overthrow the Queen if she planned to revoke the new Constiution of 1887, which they proposed. Their mission was to essentially overthrow the Queen and create a new government. Minister John Steven's role in the overthrow was to be on guard of the U.S.S Boston, which was parked in Honolulu Harbor, because during the whole overthrow process, there was lots of tension. And it was his job to direct any military assistance, if needed. Even with all of this going on, Queen Lili'uokalani still felt like she could hold her place on the throne becuase of her creation, The Committee of Law and Order, which was a group of people led by the Queen herself, and agreed that the Queen shouldn't get overthrown and that she has her rightful place on the thrown.
