The Visit of L'Artemise

In 1839, a French frigate called L'Artemise was sent to Hawaii and Tahiti by the French Government to protest the way the island kingdoms had treated the French subjects. I feel as if the trip to both Hawaii and Tahiti was unnecessary because why should the French care about how other people feel about them? What's their purpose for wanting to know all this information?
